Change PhaseContext so that it does not subclass Providers, to avoid leaking low-level provider objects such as the CodeCacheProvdier to high-level optimization phases

Simple Build Instructions:

    cd make && gnumake
     
  The files that will be imported into the jdk build will be in the "build"
  directory.
