6498581: ThreadInterruptTest3 produces wrong output on Windows
Summary: There is race condition between os::interrupt and os::is_interrupted on Windows. In JVM_Sleep(Thread.sleep), check if thread gets interrupted, it may see interrupted but not really interrupted so cause spurious waking up (early return from sleep). Fix by checking if interrupt event really gets set thus prevent false return. For intrinsic of _isInterrupted, on Windows, go fastpath only on bit not set.

OPENJDK ASSEMBLY EXCEPTION The OpenJDK source code made available by Oracle at openjdk.java.net and openjdk.dev.java.net ("OpenJDK Code") is distributed under the terms of the GNU General Public License <http://www.gnu.org/copyleft/gpl.html> version 2 only ("GPL2"), with the following clarification and special exception. Linking this OpenJDK Code statically or dynamically with other code is making a combined work based on this library. Thus, the terms and conditions of GPL2 cover the whole combination.
