8029436: CICompilerCount is not updated when the number of compiler threads is adjusted to the number of CPUs Summary: CICompilerCount is updated in AdvancedThresholdPolicy::initialize, SimpleThresholdPolicy::initialize and NonTieredCompPolicy::initialize.
